Due to the astonishing success of the Shibiel system, Japan has started exporting technology to other countries, hoping that one day it will be used globally. To test its effectiveness in a foreign region, Japan decides to implement the system in a war-torn area in Southeast Asia, hoping to bring peace and stability to the city of Shambara and keep the people under control. However, an anti-Shibiel terrorist group comes to Japan and the Public Security Administration finds evidence that shows the attackers are being led by Kogami Shinya, a former executor who has become a rogue. Due to their past relationship, Tsunemori Akane is sent to Shambara to bring him back, but it has been years since they last saw each other and their reunion may not go as expected.
